FAS has a rich history: after the devastating bombings of Hiroshima and Nagasaki in 1945, a group of atomic researchers – deeply concerned about the use of science for malice – created an organization committed to using science and technology to benefit humanity.
The group they created – the Federation of Atomic Scientists – soon became the Federation of American Scientists in recognition of the hundreds of scientists across diverse disciplines who joined together to speak with one voice for the betterment of the world.

The FAS Impact Fellowship is a selective fellowship program that supports the development and placement of emerging scientific and technical talent within high-impact roles across the federal government. From education to immigration, wildfire resilience, national security, and housing, Impact Fellows are serving across a variety of federal agencies in roles that augment existing government teams as they confront some of the greatest scientific and social challenges of our time.

What’s the “elevator pitch” for the role?
The FAS Talent Hub is seeking a fellow for a 24 month term to join the Department of Labor within a state government.
The Gubernatorial Office has an ambitious vision to lead the nation in building a modern, inclusive economy powered by a skilled workforce. As sectors such as information technology, life sciences, and aerospace drive the state’s economic future, the workforce strategy must be fast-moving, closely aligned with industry needs, and leverage AI. This workforce development agenda focuses on high-need, high-growth jobs that promote economic mobility and strengthen the state’s competitiveness, with AI playing a crucial role in this transformation.
As AI and other forces reshape economies across the US, the state has the opportunity to lead with a workforce and talent strategy that is both proactive and inclusive. To stay ahead, the state is interested in a coordinated approach to support workers through transitions and expand access to high-quality jobs. The governor’s office is already partnering with higher education, K–12 systems, and training providers to grow access to degrees, credentials, apprenticeships, and hands-on learning. With dedicated leadership, the state can build on this momentum and create a fully connected, future-ready talent ecosystem that ensures every resident has a place in the innovation economy.
To help achieve this goal, the state is collaborating with FAS to recruit a Director of Emerging Tech Workforce and Inclusive Growth who will lead high-impact workforce initiatives and design strategies that prepare residents for the jobs of tomorrow. The position will play a crucial role in modernizing workforce systems and positioning the state as a national model for inclusive economic growth.
What will some of your responsibilities entail?
As the Director of Emerging Tech Workforce and Inclusive Growth, you will support the Office of the Secretary in advancing AI and Cyber workforce strategy – helping to shape statewide efforts to build a future-ready, inclusive workforce that can meet the demand of a rapidly evolving innovation economy. This role plays a critical part supporting the implementation of the Governor’s AI Executive Order, the state’s AI study roadmap, statewide Cybersecurity Talent Strategy, and related efforts. Your work will focus on:
- Supporting the development of AI and Cyber-focused workforce roadmaps for priority sectors – including information technology/cyber, life sciences, and aerospace – to create clear, connected strategies across education, training, and industry.
- Analyzing barriers in the workforce pipeline through an AI and emerging tech lens, such as gaps in credentials, training capacity, funding, and alignment with employer demand for AI-fluent, cyber-resilient talent.
- Translating AI policy and labor market insights into actionable programs that address workforce disruption, expand opportunity, and close equity gaps in tech-aligned fields.
- Shaping and advancing efforts to design and scale programs that reskill and upskill the workforce for high-need, high-growth jobs—especially in areas being transformed by AI and automation—strengthening the state’s economic resilience.
- Shaping and advancing efforts to reskill and upskill the state workforce as the products and platforms state workers use to deliver services increasingly include AI features.
- Reshaping funding flows and policy frameworks to adapt scalable, evidence-based models such as internships, apprenticeships, Cyber Clinics, and other experiential learning pathways that accelerate real-world readiness in AI and emerging tech.
- Developing cross-sector AI education and awareness strategies in partnership with state and local agencies, K–12 and higher education, and industry to build foundational AI literacy, ethical fluency, and application-ready skills across the talent pipeline.

Skills and Expertise: Must Haves
What skills do you need to show proficiency (or higher) in order to be a strong candidate?
Strong candidates will have 7-10 years of relevant experience, including driving change in the intersection of technology, workforce development, and economic mobility.
- Familiarity with emerging technologies including artificial intelligence, cybersecurity, cloud computing, and how these trends shape talent needs.
- Hands-on curiosity to experiment with new tools and technologies; technical proficiency is a plus, but not required
- Systems thinking ability to identify structural barriers in workforce pipelines, including credential gaps, funding challenges, and mismatches between training and employer needs
- Strong analytical ability to interpret workforce data, assess labor market trends, and translate insights into actionable strategies.
- Strong communication (written and verbal) skills and ability to translate complex technical information and policy positions for various audiences.
- Comfort working across government, industry, and education systems, with the ability to build trust and drive alignment.
- Strong project management skills, including the ability to drive initiatives from strategy to execution while coordinating across multiple partners.
- Stakeholder engagement and governance experience, with the ability to manage advisory boards, convenings, and high-level decision-making processes.
Work Environment
This position will be a hybrid/in-person role. Meaning that both remote and in-person work can be accommodated, generally two to three days per week on-site, and two to three days per week remote depending on the needs of the organization.
Salary Range
This fellowship will provide a salary for the entirety of the fellowship duration at an annual rate of $160,000 per year.
